Policies and Programs

The 2021 Regional Plan must comply with specific state and federal mandates—including a Sustainable Communities Strategy per California Senate Bill 375—that achieve greenhouse gas emissions reduction targets set by the California Air Resources Board and compliance with federal civil rights (Title VI) requirements, environmental justice considerations, air quality conformity, and public participation.

Physical transportation system investments and land use decisions alone are not likely to achieve desired congestion relief or meet mandated greenhouse gas emissions reductions. A set of policies will be a necessary component of the 2021 Regional Plan and will inform the programs and technologies for implementation. This set of policies and programs will supplement those that are already in place. These components will be discussed with stakeholders and SANDAG policymakers in fall 2020.
