Public Involvement

San Diego Forward: The Regional Plan was approved by the SANDAG Board of Directors on October 9, 2015. Prior to adoption, on April 24, 2015, the SANDAG Board of Directors released San Diego Forward: The Regional Plan (in draft form) for public review and comment.

Thousands of San Diegans participated in developing the Plan through public workshops, attending hearings, and staying up-to-date on the latest developments. The feedback was used to develop the Regional Plan’s Vision & Goals, Policy Objectives, the Transportation Network, and the Draft and Final Plans. Public comments for the Draft Regional Plan were received via the web, email, fax, mail, as well as TTY. The comment period closed July 15, 2015. Thank you for your input. The complete list of outreach activities is included as Appendix F to the Plan.

Draft Regional Plan Workshops

In May 2015, SANDAG hosted a series of seven public meetings throughout the San Diego region to obtain public input. Spanish translation was available at all of the workshops, and one workshop was conducted entirely in Spanish. Three workshops also were streamed live over the internet, allowing for remote access. Draft Regional Plan Public Hearings

SANDAG offered two additional chances for the public to provide oral and written comment on the Draft Regional Plan, in addition to its Sustainable Communities Strategy, the Draft Environmental Impact Report, and the Draft Air Quality Conformity Analysis. The first hearing occurred during a SANDAG Board meeting and the second hearing occurred in front of a SANDAG hearing officer in the North County Transit District board room.

Community Based Outreach

In order to reach out to community members who have traditionally been underserved and underrepresented in the planning process, SANDAG has partnered with a dozen Community Based Organizations to bring San Diego Forward to the community level. These organizations have created programs to engage stakeholders from low-income communities, limited-English speaking populations, the disabled community, and seniors to ensure that their voices are heard and that San Diego Forward: The Regional Plan is socially equitable.
